Hi OM George,

The last part of your article stated that:

(The bill also pointed out that Section 1805(c) of the Homeland Security Act of 2002 (6 U.S.C. 757(c)) directs the Regional Emergency Communications Coordinating Working Group of the Department of Homeland Security to coordinate their activities with ham and Amateur Radio operators among the 11 other emergency organizations, such as ambulance services, law enforcement and others.)

It would be great if we could have something similar in the Philippines as we would be able to effectively coordinate with the proper authorities like ambulances, fire fighters, etc., specially during emergencies and calamities. If none, how can we start or begin the process so that our Congress and Senate would pass a bill arranging for official PARA members to be an integral part in emergency and calamity communication and coordination.
 
One suggestion would be for the PARA president to send out an official letter to the respective heads of ambulance service and fire department of particular towns/district proposing the willingness of PARA members to assist in emergency coordination. If permitted, official PARA member representative of that particular town or district would join them in a meeting to talk about this proposal. Only official PARA members willing to be a part of the coordination service would be given call signs assigned by the emergency and fire departments to be used in conveying messages during calamities and emergency situations.  

A positive outcome  would be for this proposed idea to be brought to their respective local representative to lobby the bill to Congress and hopefully, the Senate.

New Zealand Amateurs are now allowed to use the 500khz Band for experimental purposes for cw use. Test transmissions from ZL1ZLD 86 Branch NZART otherwise known as the Surburban Amateur Radio Club located at the Musick Point Memorial Radio Station using a frequency of 512khz have had contacts to several VK's at distances of over 2000km.

Good news also from NewZeand that in 2012 Analog television transmissions will cease and Amateur's will get access to the lower 50-51mhz part of the six metre band which had previously been allocated to television broadcasting.
Biggest developement in the country at the moment is DSTAR and with one compatible repeater operational already and several more repeaters either being modified or tested. DSTAR does seem to be the way of the future but radio's that are compatible being horrendously expensive for what they are.

40m is a lot of fun here in the USA, now that the broadcasters moved. With these low suspots the 160M 80M and 40M are GREAT!
20M has life but is only daytime till night.
And hello to Bill with many former call signs.
I'll have to PM and introduce myself.

Thanks George, that's what I understood too until I got my new licence from NTC which quotes the old band limits and I thought someone here had jumped the gun. Oh well Nil desperandum auspice Deo. I am trying to get rid of a lot of gear before I croak. If anyone is interested give me a ring on 0921 4725845. Salamat folks. Was just weighing up have been a resident here for a lot of years now 13 a type! That's what comes of being married to a lovely Filipino lady!

Hi Bill,

There is no problem as far as I know, the band was released in June by NTC and the announcement posted on the PARA web site.

They did say that there was no need to issue a Memo Circular as the decision had already been made by IARU Region 3, so we will follow their recommendations meantime regarding band plan.

Nice to see some new posts on the Forum btw, I was getting fed up seeing my callsign on all the posts! This is only due to the fact that I transferred much of the old forum to this new one!
