Hi

I am trying to collect some information about this case "Radio Amatuer
reciprocal between Norway and Philippines " and to make things move.

Since I will say there is many Filipino overseas in Norway, which are Radio
Amateurs. What we want is that Filipino can also use their radio amateur
license in Norway territories.

Also many Norwegian are travelling to Philippines as radio-amateur and
tourists, it had been very great if a reciprocal like other nation like USA
have with Philippines. Many Norwegian radio amateurs are married to a
Philippine woman and often in Philippines.

Yes, There is a chance to obtain a exam in Philippines  and we find it
difficult to obtain a license because it is VERY long processing time to
handle a exam to take a radio amateur license, and it will never be a chance
to operate when our purpose is a short stay and for holiday use.  You need
to file the papers 2-3 months before your arrival together with a police
report, money and picture.

Me, Stein Roar Brobakken LA6FJA and my Father Svein Olav Brobakken LA5FHA,
was in meeting with NTC in December 2003 with Suzette Lee, but all our
papers from Norwegian NPT's Trond Olsen Section Engineer was rejected then
and she told she gonna follow the case, and Mr Trond Olsen in NPT faxed more
papers to show that Norway are member in ITU and IARU, same as NTC.

The file number in NTC was 2003-11 RRLD 144 & 145 @ Nov 24th 2003.

I have contacted IARU to ask when Philippines will get in CEPT. But far as
I know they had just had a case about it in 2008.

Until now 6 years later nothing have happened, we have a Norwegian Embassy
in Manila and Philippines have now a new embassy in Oslo.

There should be easy to have a reciprocal between Norway and Philippines ?

It is very strange to me that I had to travel to USA ONLY to obtain a
American radio amateur license to operate from Philippines, when I could
spent those money for a radio amateur fee in PARA or tourism in Philippines.

There is a attachment which was filed over 1 year ago, and since then PARA
posted this letter to NTC there is still no answers, and after I talked to
PARA's president DU1BP "joey" - JOSE N. PANGANIBAN he have not heard of
anything from NTC to PARA.

Now I got this from a Philippino Radio amateur in PARA Forum.

"To LA5FHA Svein,

       Several years ago I saw a folder at the PARA office containing
information about reciprocal agreements with other countries. That
information would be very good to post on the PARA website now to make it
available to every interested party. At the time I saw it there were at
least 8 countries which could have their HAMs operate here and our HAMs
operate there when proof of license is shown on home country. I believe I
even published that information in the PARA newsletter when I was the
Editor.

       As to CEPT conformance, that information can be best answered by
people in touch with the National Telecommunications Comission.

        Attention PARA Secretariat; If you could, please give the
information to George for posting.

Till now I have not received any answer from Philippines Embassy sa Norway or Norwegian Embassy sa Manila.
it have taken almost 6 years now since I meet personally in NTC with papers from Norwegian Telecom. we have both embassies which cooperates and I wish that NTC/PARA and NRRL/NPT could made a agreement soon Smiley

I am happy to have a US callsign so I can enjoy DXing from DU when I am there, and also had lot of support from DU1BP to use DX0M in contests.

I hope soon it will be a step forward in future, I know there is many Philippine people abroad in Norway. For sure there is a few radio amateurs also in this group.

This is about radio amateur agreement between Norway and Philippines.



I have had a talk with LA2RR Ole the vice president of IARU region 1 in Norwegian Radio amateur meeting in Norwegian Radio Relay League. He is going to have a meeting with your region 3 president in this year. about the reciprocal between LA and DU he said PARA must send a letter or email to him and reg 3 president, so PARA is invold  he said.  Then maybe they can talk to NTC, but they cannot talk to NTC without your letter. Since NRRL and NPT here in LA have sent your letter and NTC dont reply, thats the way to go. 73s Rag LA6FJA. NB! I have write up of the progress:

·         2003 LA6FJA and LA5FHA in meeting with NTC and PARA to apply reciprocal between LA and DU. Trond Olsen LA8XM Engineer of NPT wrote 4 x A4 pages to about agreement. NTC wanted to our    membership in IARU / ITU, which we didn’t had and NTC showed us the NTC just given reciprocal to US licensed. They took back DU1/LA5FHA license which they already given to LA5FHA. New staff and the old staff gave out license in 2001 with taking care of us reciprocal. The file number in NTC was 2003-11 RRLD 144 & 145 @ Nov 24th 2003

·         From 2003 to 2007 NTC never replied or  progress CEPT or this application from Norwegian Telecom. Mr Trond Olsen again wrote a new email to PARA and NTC

·         PARA have several times asked NTC per DU1BP told me.

·         As I know there is other European countries having  reciprocal with DU , Finland, England, Germany.

·         2005 Stein Roar Brobakken, went to USA to obtain a American radio amateur license to have a chance to operate from Philippines. KI4KJP grandted by American FCC

·         2005 DU1/KI4KJP applied in NTC And approved because I had US license card, but STILL Norwegian passport.

·         2008 NRRL wrote a letter to PARA and NTC to bring a highlight to the case again, still no reply from NTC. PARA board took up this CEPT case also again 2008. www.para.org.ph/pdf files/NRRL_PARA1.pdf  (800KB file)

·         2009 January I Stein Roar Brobakken, LA6FJA wrote a email to Norwegian Embassy in Manila, but they never replies emails, totally IGNORE all e-,mails Norwegian which tries to contact them. Also very difficult to contact them about VISA section too. I tried to help my wife with progress papers for her VISA,

 I tried to ask a few question about amateur radio and where switched around to other persons on hold on the telephone from Norway..

Same happen when I called them a few times, and finally hanged up the landline.

 It’s frustrating when your embassy which maybe could fixed this case, and they don’t care a second about tourist as which are radio amateurs on trip to Philippines or Philippines people going to Norway for abroad job cannot use their license.

·         2009 January I wrote same e-mail to Philippine Embassy in hope to get any answer, still nothing.

·         2009 April I discuss with LA2RR Ole Garpestad, Vice-president of IARU Region 1. And he said PARA should write a similar letter as  NRRL this (NRRL_PARA1.pdf) to Region 3 and region 1 LA3RR and IARU-3 adress. So maybe IARU reg 1 and reg 3 can contact NTC.

·         2009 March I get in contact with LA5VAA Geir Stokkeland, He share the same experience and  I didn’t know but he have also been in progress as other Norwegian Directly to NTC. He have been treated like unserious in Norwegian Embassy when he asked about the amateur radio thing.

·         . Radio Amateur thing is not important and difficult to talk the staff there. He suggest us in 2009 to contact the Philippines Embassy in Sweden, since he been in touch with and maybe they have better knowledge about this radio amateur affair.

·         In Manila Air-port you are not allowed to bring radio Transceiver out of the country if you don’t have or have had obtain  a radio amateur license.

·         You need a Transport/import/export certificate to prove you have a right to transport it around from A to B in Philippines.  But you cannot get this without a Radio amateur paper, which takes a 14-30 days, if you are lucky to have a radio amateur exam at NTC. But who have time to apply this 14 days ahead the exam date once a month. Then next year you arrive you maybe have a Philippines license. But to match the date of this exam can be tricky, since you are on another part of the island.  So I leave my radio there in Philippines and happy to help Philippine hams with antennas etc.     To explain hams=Radio amateurs.

·         In Air-port they have updated a new folder which contains transceiver etc to be controlled on the departure. So NTC must have known there is foreign hams and Philippines hams going through this, but why cannot they update their knowledge that tourist is also radio amateurs.


·          For us the radio amateur privilege is like having a driving license for a car. In the Norwegian Embassy you can fix your Norwegian driving license to English written driving license for Philippines Police can see it. Why Radio Amateur which are professional in communication and good friendship world around also get the same right within most of the countries.


·         I am been visiting a few countries in Africa and there you where obtain a radio amateur license within a few hour, f.ex. In 2002 I visited Gambia I had a meeting with the Prime minister and finance Minister to tell about amateur radio and prove that our radio and amplifier was not illegal and we were not there to transmit anti Islam program, but just normal radio amateur procedure to our friends worldwide.


I hope in future there will be a agreement between Norway and Philippine, but is very difficult when both countries have embassies at both places and The Norwegian Telecommunication and Radio Amateur Organization is trying to help. We want to have same right as those driving a car, radio is not illegal, it will only bring more things and knowledge and friendship for all Norwegian and Philippines which are radio amateurs.  Please can some follow up this case after 6 years , it seems PARA (Philippines Amateur Radio Ass.) is not heard by NTC or our letters from Norway. PARA will write a letter to Region 1 and 3 now. So then we will see, if not our embassies fix something quickly ?
