Temporary Permit for Foreign Amateurs

Note: Currently, only the USA, Canada, and Australia have reciprocal agreements. Other countries like CEPT Countries and Japan are in the process of obtaining agreements

PARA Inc. assists members in their licensing paper work. We do encourage you to be a Lifetime Member, which is available at P5,000 or you may opt for a January to December membership of the current year for P500.

Do plan ahead. A lead time of two months is prudent.

Requirements for Temporary permit to operate:

Temporary Permit to Operate an Amateur Radio Station - Foreign Visitor

  1. Letter of Intent
  2. Duly accomplished Application for Radio Station License
  3. Duly accomplished Application for Permit to Purchase/Possess, as applicable
  4. Copy of valid Amateur Radio Operator Certificate issued by the country of citizenship
  5. Any proof that his/her country provides the same privilege with the Filipino amateurs
  6. Endorsement from recognized national organization (i.e Philippine Amateur Radio Association (PARA))
  7. ID picture (1x1) taken within the last six (6) months [Three (3) pcs.]

Should you wish PARA to assist you in obtaining the temporary permit, please see the following below:

  1. Provide a scanned copy “of valid passport“, clearly showing your photo and name/signature
  2. The scanned copy of your valid Amateur License must show your name, call sign, date of expiration, license class. Kindly provide a translation of your license in English, as the case may be.
  3. Should you wish to register your transceivers, please indicate the serial numbers, models and frequency ranges of these transceivers.
  4. Provide an "Authorization Letter authorizing Mr. Gilbert Galbis of PARA" to transact with the NTC on your behalf.

  6. Please send the original copy of the documents ( Application form – ARSL & AROC, Authorization Letter)

Class A foreign license holders are usually given a 100W power limit on the temporary permit.

If you are going to settle down in the Philippines, we do encourage you to take the appropriate NTC exam. Do plan ahead. A lead time of two months is prudent.

The following are the fees that will be collected (do coordinate with the PARA Secretariat for suggestions on how to send the fees):

  1. Filing Fee for Class A – P 180.00 / Class B – P192.00 / Class C - P204.00
  2. Permit to Possess – P60 filing fee plus P50 per unit Posses and P50 Purchase (The Permit to Operate will also serve as a Permit to Possess)
  3. Documentary Stamp – P30.00
  4. Folder – P10.00
  5. PARA Service Charge - P300.00
  6. PARA Membership Fee for January to December of the current year - P500.00 or, should you wish, and we do appreciate it, Lifetime Membership Fee of P 5,000.00
  7. You may pick up the temporary permit at the PARA office or we can send it to you via courier, shipping charge shall be for your account of the applicant.

Please ensure that you always obtain a receipt for any transactions with PARA. We would also like to encourage you to join a regular radio club affiliated to PARA so that you will be exposed to the local customs and traditions of Philippine amateur radio.

Taking the Amateur Radio Examination in the Philippines

Step 1: Take the Amateur Radio Examination by the NTC

The National Telecommunications Commission (NTC) conducts amateur radio examinations required for obtaining your license.

Step 2: Examination Levels

The examination process begins with the Class "C" or Technician Class. After passing this, you can upgrade to Class "B" or General Class, and after one year, you can take the Class "A" or Extra Class examination. This is in accordance with the NTC Office Order 75-05-2016, which outlines the Guidelines in the Application for Amateur Radio Examination and Issuance of Amateur Radio Station License (ARSL) / Radio Amateur Operator Certificate (RAOC) and NTC Memorandum Circular No. 03-08-2012 or the Revised Amateur Radio Regulations.
